atfirst I thought it was because I hadn't taken a province but after I had I still could not withdraw the carrier

If you donot own the palace then you must cede all provinces to rebels or colonists then use abandon planet. Withdraw/Transfer won't do.
Also, you cannot strand troops at a planet without a carrier or a palace. If you cannot afford the abandon cost, consider disbanding troops if needed.
