no... those are distribution settings. If both settings are set to 0 then the troops stay at the producing planet. Example.. planet A produces 10 troops per cycle. Given the settings ahown in the pix, 6 troops will appear in reserve, 3 will be divided among deployed commanders and 1 will remain at the producing planet.
